Internet fragmentation, the creation of barriers over the Internet, has been a trend for the last 15 years, caused by countries and tech companies as part of their conflict. Under the paradigm of “digital sovereignty,” countries must re-establish authority over a stretch of the Internet to protect their values and autonomy from digital colonialism and to defend the rights of their citizens. They need to reassert control of multiple prerogatives of the nation-state, such as identity management, taxation, national security, law enforcement, and restrictions over acceptable content. All these prerogatives have been eroded by the actions of big tech companies, prompting reactions by governments. The clash between countries and global businesses will determine whether we will live in an evolved Westphalian order or under new digital feudalism, with big tech CEOs as the new global rulers.
