Artificial Intelligence (AI) systems have been thought of as a way to achieve more efficient policymaking and civic governance worldwide. AI is believed to offer opportunities for improved service delivery, better governance decision-making, accountability, and increased productivity in the long run. However, current approaches and use cases of AI technologies and services tend to focus on dominant views and practices that harm marginalised communities based on gender, race, class, ethnicity, and religion. Therefore, our proposed chapter will explore how AI for governance could be developed using an Afro-feminist approach incorporating design justice principles and intersectional policymaking. The chapter argues that for AI to be ethical and safe, design justice and feminist AI principles need to be integrated from the research and design to the deployment phases of the technology and its uses. We will address the fundamental question of what an African feminist approach to AI development, deployment, and governance would involve in benefitting marginalised communities. The chapter will draw from our research to make a case for meaningful civic participation in the design of emerging technologies, such as AI, that have and will disproportionately affect the lives of marginalised communities. As we implement AI for governance, we must explore the implications for those often harmed by an increasingly data-driven state and society. At the same time, we aim to promote beneficial uses and approaches to AI within our governance systems by advocating for feminist AI principles and practices that prioritise gender data for more inclusive policymaking that considers diverse social identities and benefits people at socioeconomic and political margins.
