Public sector institutions are showing positive strides towards understanding and regulating AI. Fundamentally, the public sector addresses AI ethics and accountability to guarantee transparency, equity, and ethical technology use. Several important categories of high-level ethical considerations that apply to all types of AI applications and systems on top of the technical layer can greatly improve public service delivery when considering policy responses. On the other hand, the necessity for suitable legislative frameworks to oversee the use of AI in government is stressed, with a need for a holistic assessment and understanding of the complex integrations of moral, ethical, technological, and legal principles. There are severe accountability and ethical issues when using AI to provide public services, especially regarding prejudice and impartiality. Policies that ensure equitable treatment for all individuals and reduce prejudice in AI systems should be implemented to address these problems. This chapter discusses the gravity of ethical AI impacts and design, particularly on misinformation, human rights, and vulnerable groups. The chapter proposes probable policy recommendations for effective, ethical AI for Government design in emerging public administration and management in Africa. Designing ethical AI systems in government requires a holistic approach that engages all stakeholders to ensure regulatory compliance. This includes considering the needs of diverse groups, especially marginalised communities, while implementing transparency and other core values of public administration.
