In regional plans, the terms landscape (protection), landscape change, and landscape development primarily occur in the context of nature and open space protection. When landscape is directly addressed, the focus is on the preservation of (historically) significant landscapes. An offensive landscape policy, which takes into account the principles of the ROG and the MKRO guiding images, has so far only found expression in regional planning in initial approaches. The article outlines ways to strengthen landscape as a protected good and concern in regional planning.
