摘要
In the past, the collection and management of geodata were monopolistically in the hands of the state or military, which clearly defined responsibilities. However, with the availability of new data sources (e.g., from GNSS) or user-generated data, easy distribution via the Internet, and many new application fields, the situation is quite different today. Geodata and maps now form an important economic asset, which justifies the need for rules and laws for their distribution and use.
