This chapter explores the pivotal role of Human Resources (HR) in driving organizational change, with a focus on facilitating effective planning, seamless implementation, and the sustainability of restructuring efforts. From the perspective of HR as a change agent, both the process and content dimensions of HR’s involvement are examined to provide a holistic understanding of its contribution to organizational transformation. Through a comparative case study of five Dutch sheltered employment organizations undergoing restructuring, the findings reveal that HR’s early and active involvement is a critical success factor. In more successful cases, HR deployed a variety of tailored interventions, including the adjustment of HR tools, the design of leadership and culture programs, active employee participation, targeted training initiatives, effective change communication, and systematic monitoring. One striking insight across all cases was the frequent absence of a formal evaluation of the change process, underscoring a critical area for improvement. The chapter introduces a conceptual framework that illustrates HR’s evolving contributions during the phases of change planning, implementation, and long-term sustainability. This framework serves as a valuable resource for HR professionals and scholars, offering a structured foundation for further research and practical application in managing organizational change.
