This chapter questions the illusion that all citizens share the same citizenship. In a way, apart from the members of the institutional oligarchy, no-one feels like a complete citizen. As we can see from the abstention figures, neither the globalized, nor the included, nor the precarious, nor the excluded (categories which are drawn upon in the wake of Alain Caillé’s work) are actively participating in the political life of the nation. We might even go so far as to say that those who hold large amounts of capital do not see themselves as real citizens either—for example, consider those who renounce the citizenship of their original nation in favor of another. The authors identify a problem inherent in idealistic and fixist conceptions of citizenship, the practices of which are also relatively vague. Sébastien Claeys and Florent Trocquenet-Lopez therefore propose to think of citizenship as the power to act, taking into account the “capability” of citizens to prevent democratic constitutions from remaining dead letters—thus calling for a new civilization.
