It turns out that the model of electro-magnetic waves scattered by randomly distributed individual electrons is oversimplified. The long range Coulomb forces give rise to a correlation of the electrons and the can not be assumed of the scattering individually. The result is a significant modification of scattering process. This long range ordering can be accounted for by a “dress” moving with the electrons. Ions are too heavy to participate in the scattering, but by structuring the surrounding electron cloud they will contribute indirectly to the scattering.
