This chapter explores the complex and dynamic relationship between conflict and cybersecurity within Nigeria, proposing a comprehensive strategy and framework for Nigeria and the wider West African region. It focuses on mitigating cyber threats arising from socioeconomic and political conflicts, presenting the West African Cybersecurity Strategy and Framework (WACSF) that leverages the National Institute of Standards and Technology (NIST) Cybersecurity Framework as its foundational model. While aligning with global standards, this approach underscores the imperative of customising the framework to address regional laws, regulations and priorities. The chapter advocates for the establishment of a West African Cybersecurity Council to facilitate collaboration among nations and stakeholders, fostering a unified front against cyber threats. The WACSF model emphasises the enhancement of cybersecurity awareness and capacity across governmental, private and civil sectors. It outlines a systematic eight-step implementation plan encompassing risk assessment, goal setting, infrastructure evaluation, framework selection, policy review, risk management planning, execution and evaluation. Nevertheless, the model’s complexity, resource demands and need for continuous adaptation underscore the necessity for a nuanced application. The proposed strategy not only stresses preparedness and resilience against cyber threats but also highlights the importance of a united, informed and collaborative regional approach to addressing evolving cybersecurity challenges.
