It was always intended that the Victoria University would develop as a multi-college, federal institution. Initially, the University included a single college, Owens College, but, from the outset it was assumed that the University would expand to include colleges in other cities across the North of England. By 1887, University College, Liverpool, and the Yorkshire College, Leeds, had joined the University. In both cases, important issues of principle were raised.
