Electronic Information Sharing (EIS) within Local Government Authorities (LAs) in England is vital for the efficient operation of such bodies in delivering services to their residents. In some cases, these reflect statutory duties put on LAs by central government through legislation. Through their own work, the researcher has experienced similar professionals across many other LAs who are tasked with writing Information Sharing Agreeements (ISAs) to facilitate such work, often replicating that which each other are doing. Partly, this is because of a lack of coordination of advice in this area and also due to a lack of transparency with regards to Information Governance (IG) documentation in general. This research began with a detailed Literature Review into the development of EIS in the UK, followed by research to identify the Legal Gateways (LGs) to carry out EIS within LAs by gathering a wide cross section of IG documents via and FOI of LAs and criteria-based web-searches and finally carry out a thorough analysis of the key elements of ISAs. In doing so, the research would facilitate the more efficient creation of ISAs and propose a generic structure of the minimum information that should be found in such documents by carrying out a case study, with the aim of producing an exemplar. The results of this research have demonstrated that the lack of trust and ‘siloization’ of data-holding organisations is not assisted by the lack of transparency in this area. The research concludes that ISAs, Privacy Statements and other IG documentation that does not pose a risk to the security of data systems should be freely available on LA websites and that better advice on their creation should be provided by Central Government.
