In addition, NATO, in its 2030 Agenda (North Atlantic Treaty Organization in NATO 2030. Factsheet. https://www.nato.int/nato_static_fl2014/assets/pdf/2021/6/pdf/2106-factsheet-nato2030-en.pdf , 2023 [2]), has identified an ambitious set of proposals, which bring implications and growing need for the bolstering of NATO Cyber defences and delivery of NATO Cyber Security services. This brings continuous demand for Cyber-related expertise and foreshadows the reality that NATO in-house capacity is significantly outweighed by the demand. NATO must rely now, more than ever before, on industry partnerships to help deploy and deliver Cyberspace capabilities, including the strengthening of Cyber Security services, to meet the demand of NATO stakeholders. NATO, as a defensive, consensus driven body comprised of 32 Nations, is not alone in this paradigm where Cyber demand outweighs available capacity. NATO Nations, especially those Nations with mature Cyberspace practices such as Canada and the United States, have already faced this challenge. This paper highlights the approach taken by these two nations, regarding nationally adopted outsourcing models in support of Cyber. It reviews related activities and phases within the capability development lifecycle where industry partnerships have been leveraged in support of developing Cyber capabilities and services. This information (approaches, organizational construct, etc.) is assessed to identify lessons identified and is used to derive a set of recommendations which can be applied to the NATO context.
