During the last few years, ports have been essential in the entire transport chain as they connect sea and land trade and passenger flows. The economic and technological developments of recent years contributed to the sharpening of competition between ports and the emergence of new elements as competitive edges, with the main element being the quality of the services provided. The ISPS Code (International Ship and Port Facility Security Code), is one of the critical regulations regarding the security of ships, ports, cargo and seafarers from external threats. This research aims to measure and analyze critical success factors for stakeholder satisfaction from the application of the ISPS Code in the ports in Greece. This research used a convenient sample questionnaire distributed to 109 port operators, shipping companies, government employees and stakeholders. The questionnaires were collected during a seven-month period in 2023. The results were analyzed with the multicriteria satisfaction analysis (MUSA) method, resulting in the port’s stakeholders being very satisfied with the implementation of ISPS Code. More specifically, the average global user satisfaction index was approximately 88.08%. The study’s results can help port operators, shipping agencies and shipping companies identify critical success factors of satisfaction and adopt port digital development strategies for operational efficiency improvements.
