Numerous prior studies from multiple fields have emphasised Information and Communication Technologies (ICT) for enhancing disaster management systems. Many nations are attempting to address the problem posed by man-made catastrophes around the world. The paper’s identified gaps are (a) that the vast majority of current research, is dispersed and lacks a unified perspective on gathering and analysing financial data and (b) existing research puts emphasis on the private sector. We therefore aim to present a centralised system called business digital twin that collects financial information from multiple sources to represent the financial status of a government, improving accountability. In order for governments to address the problem of financial conflict during catastrophes, this study’s effort is to explain how the business digital twin technology operates and why it is necessary. In light of this, the suggested business digital twin concept is presented in this study as an integrative concept that gathers information from many sources that are important for the accountability and the decision-making process of the government during human-made disasters. The identified gaps are important to decision makers and public officials, policymakers, academia, and practitioners, as the findings will assist them in comprehending the significance of this paradigm-shifting technology and creating the path for its acceptance.
