Scientific research and development are the keys to the existence of developed countries. Ukraine, which is on its way to a developed state, is making great efforts to improve the efficiency of scientists’ work, which is a decisive contribution to the country's development. An important circumstance is that in Ukraine, scientific activity is carried out in higher education institutions and scientific institutions (hereinafter the name “university” will be used) mainly within the framework of competitive state funding for scientific, scientific, and technical projects. As a result, digitization, the creation of specialized information resources, and the optimization of the competitive state financing process are relevant and have acquired important practical significance. The goal of the study is that the full digitalization of the process of submitting applications for grant funding will allow us to optimize this process, using information technologies in the form of a developed specific information resource at the university level. This, in turn, will speed up the process of submitting and passing the application through the relevant stages and, due to the use of the principle of transparency, will increase the objectivity of the evaluation of the application at the university level. Developed technology makes it possible to create a number of important conditions for increasing the efficiency of scientific activity in Ukraine. Already at the beginning of the application for the grant, the right to intellectual property is fixed, which was already formed at the stage of submitting the application for the Project and will be obtained as a result of its implementation. This is a fundamentally new element for the intensification of the connection between science and economy in Ukraine. It is also important that already at the stage of formation and preliminary discussion of the grant application in university conditions, for the first time in Ukraine, thanks to the information resource, there is an opportunity to resolve conflicts of interest at the level of “scientist-scientist”, “scientist-university administration”, etc. This makes it possible to effectively fight against academic dishonesty.
