Technologies play an essential role in local government’s business operation internally, cross-organisation and their interaction with other stakeholders. Although such digital adoption creates sustainability which is an absolute crucial attachment for public services’ initiatives, but technologies and innovation adoption within local governments, faces challenges and barriers. This paper identified the number of factors which local governments involve with when they adopt innovation, through adopting the most related framework and then by running a qualitative approach through several case studies across European municipalities, learns the challenges from those local governments. Analysing the result of the data collection through previous studies, helped this paper to match the lesson learnt from the municipalities with other experiences and practices highlighted by academics in the past to illustrate a rigorous comparison and legitimise the empirical analysis. Further study and suggestions are also given, required more focus and developing the concept by future researchers.
