Achieving China’s climate goals will likely require significant advancements in carbon capture, utilisation, and storage (CCUS) technologies. While CCUS alone may not be sufficient to reach carbon neutrality, its deployment is increasingly viewed as an important component of a broader strategy to reduce emissions, particularly from industries and sectors where decarbonisation presents substantial challenges. This chapter analyses China’s legal framework for CCUS, highlighting its significance in climate change mitigation and identifying key challenges and gaps in existing regulations. The study underscores the need for comprehensive and tailored regulations, streamlined approval processes, and enhanced policy support. It emphasises the crucial role of public engagement and stakeholder involvement in ensuring transparency and trust. By addressing these challenges and leveraging opportunities, China can position itself as a leader in CCUS technology, contributing significantly to global decarbonisation efforts.
