Digital Maturity Strategy for Modernizing Dubai’s Healthcare Ecosystem

This paper reflects the 10-year journey of the Emirate Dubai in utilizing a digital maturity model to assess the adoption of electronic medical record (EMR) in healthcare facilities in the Emirate. The adoption model has been exploited as a planning tool to assess the impact of the various digital health investments made by these facilities to improve efficiency, quality, and patient outcomes. The maturity assessment was also utilized to inform on the readiness of these healthcare facilities for the implementation of the Emirate’s Health Information Exchange Platform. The research study provides a thorough analysis of the Dubai EMRAM survey results between 2011 and 2022 and highlights the rationale behind the fluctuation of EMRAM average scores across the different years of implementation.
