In China, there are many small and medium-sized steel enterprises that are relatively dispersed. To achieve dual carbon goals, these enterprises need to design and plan pathways based on their actual conditions and development needs. Currently, small and medium-sized steel enterprises face challenges such as talent shortages, insufficient resources, and lack of funding, which complicate their dual carbonDual Carbon Targets pathway planning. This study reveals that these enterprises can focus on three key areas according to their technical capabilities, process characteristics, and geographical conditions: (1) exploring new technologies for process optimization to establish a solid foundation for carbon reductionCarbon Reduction in the steel industry; (2) enhancing overall management levels to establish an intelligent carbon reductionCarbon Reduction system that recycles waste heat from facilities such as vertical furnaces and hot blast stoves; and (3) leveraging the abundant agricultural resources in Northeast China by utilizing straw for power generation to achieve carbon reductionCarbon Reduction benefits. The case studies presented in this paper also provide new insights for the dual carbon planning pathways of small and medium-sized steel enterprises.
