Social media platforms are widely exploited by extremist groups and terrorist organizations for spreading their propaganda and recruiting new members. In this scope, our research investigates and analyzes the characteristics of terrorism propaganda accounts which weaponize trending hashtags in Twitter, which is now called X, for disseminating terrorism-related content. We conducted a comprehensive textual, temporal and metadata analysis of more than thirty active ISIS propaganda twitter accounts, using advanced social media investigation tools like Socialbearing and Botometer. We identified the key features and uncovered the tactics and the strategies employed by these accounts to amplify their reach, focusing on their hashtag utilization patterns. Based on the results of our investigation, we have many key findings that reveals the sophistication in content creation, the skillfully weaving terror-related messages into trending hashtags and the coordinated activities across multiple accounts. Our research presents valuable insights into the inner workings of these Twitter’s terrorism propaganda networks, and accordingly, we draw a set of concrete recommendations for law enforcement agencies and cybercrime units to enhance their capabilities in tracing and combating this online propaganda effectively.
