This chapter argues that the EU and Latin America have relevant gender equality track records and acquis, both in terms of norms, policies, and civil society initiatives. However, the 2023 EU-CELAC final declaration contains few references to the gender equality agenda and does not endorse the feminist foreign policy already adopted by many governments in the two regions. To explain this gap, the chapter presents the main gender initiatives and policies within the EU and Latin America, ranging from the Strategic Compass to the Buenos Aires Commitment. In the final part, the chapter argues that normative frameworks are still not sufficiently recognized in managing and expanding gender policies and actions in bi-regional relations. The main conclusion is that promoting gender equality in EU-CELAC relations also strengthens democracies and their institutions from a progressive perspective.

摘要
