New Public Governance as a Mediator Between Health Policies and Social Security in Egypt Under the Outbreak of Covid-19

This paper seeks to evaluate health policies according to the main indicators of New Public Governance (hereafter NPG) in actualizing the social security under the outbreak of Covid-19. It also attempts to track the reliance on partnership and joint interaction between all sectors, added to the participation of citizens in monitoring problems, proposing policies, and finding applicable solutions. This paper shows that despite the government’s efforts in addressing the health sector during the Corona crisis, they did neither evolve the cultural component of the people nor prompt community institutions to conduct broad societal dialogue on the system of values that support the activation of NPG’s indicators. It concludes that reviewing the health system and security is the first bastion in facing pressure and dealing with health crises. This requires data sharing and transparency in addition to holding ongoing social dialogue based on enhancing cooperation with all sectors.
