The paper presents the case of “Prospettiva 2040”, a strategic initiative conceived by Canton Ticino, Switzerland, and developed in collaboration with SUPSI, the University of Applied Sciences and Arts of Southern Switzerland, with the goal to anticipate challenges and opportunities facing the Region over the next two decades. Motivated by the need for sustainable development, the project employs a participatory methodology to engage stakeholders and citizens. Drawing inspiration from OECD guidelines, the project explores seven areas of quality of life, with an added focus on digital transformation. Through workshops and online surveys, insights from citizens were collected, providing a diverse representation of perspectives. Findings underscore the significance of citizen participation in decision-making processes, enhancing policy acceptance and community responsibility. While acknowledging potential challenges and limitations, the study offers a reference model illustrating correlations among the depicted trends, targets, and action levers, to support responsive policy decisions. It also reveals that the structured framework can serve as a tool for navigating complex policy-making processes and contribute to develop targeted strategies for sustainable development.
