Using Enterprise Modeling for Dealing with Complexity of Elderly Care in Sweden

Elderly care in Sweden is quite complex due to the many different actors involved. Actors are governed by different regulatory authorities and use many IT systems that often are not connected to each other. This paper describes the usage of Enterprise Modeling to pinpoint the problematic areas in the coordination between the actors and to suggest solutions. The first stage of the project, which is described in this paper, is to build as-is models and identify the problematic areas. This is done based on the previous project that analyzed the state of elderly care in the county of Stockholm with the goal of suggesting how to connect various IT systems used by the involved actors. The previous project did not use enterprise modeling but produced enough information for building and analyzing such models. The as-is models presented in this paper are built using the Fractal Enterprise Modeling technique. The models and discovered problems will be used to suggest solutions in the form of to-be models.
