Assessing Ethical Risks in Smart Environment Use Cases: A ForSTI Methodological Approach

This paper presents results from an ethical assessment aimed at identifying use cases relevant to smart private, and public environments and their future developments, that require genuine safeguarding of human rights, in particular of meaningful human autonomy. We applied a multi-disciplinary Foresight in Science, Technology, and Innovation (ForSTI) case assessment methodology, implemented as an online survey and incorporating input from both experts representing different perspectives and end users (n=45). Ethical risks related to privacy and surveillance were rated higher among both technical and ethical/legal experts, than non-experts and end-users. Unauthorized surveillance and invasive tracking in sensitive places emerged as a prominent ethical concern with consensus across perspectives. The study highlights that the most important ethical safeguards will emerge from the ability to keep public spaces protected from pervasive surveillance, data monitoring, and data collection with constraints. The results indicate a strong consensus on the need for additional ethical safeguards for human autonomy protection in the cases of smart devices/wearables, smart healthcare (SH), and smart government (SG). The prioritized ethical risks were predominantly seen as affecting communities and vulnerable stakeholders, who paradoxically are the least involved in developing smart environment technologies. The results can inform mitigation strategies and recommendations, such as implementing opt-out and turn-off options in Internet of Things (IoT) technology deployment for public (e.g., urban) or private environments. Future research should investigate how existing and future technical mechanisms are utilized to safeguard human autonomy in these use cases and identify which mechanisms are lacking.
