The RRC sublayer plays a critical role in the Uu interface’s operational efficiency and robustness. One of its principal functions is the broadcast of system information pertaining to access stratum (AS) and NAS. This sublayer is responsible for paging, which can be initiated by either the 5th Generation Core (5GC) or the Next-Generation Radio Access Network (NG-RAN). The RRC sublayer also manages the establishment, maintenance, and termination of the RRC connection between the UE and NG-RAN. This encompasses various functionalities, ranging from carrier aggregation (covered in Chap. 12 ) management to establishment Dual Connectivity in NR or between the LTE and NR.
