Evaluation Criteria for Resilient Civic Design for Response Capacity in Residential Communities Affected by the San Ramón Fault, in Santiago de Chile

In recentCivic design decades, Santiago de ChileSantiago de Chile has seenSan Ramón Fault a substantial increase in urbanized areas along its eastern edge and, in particular, in the foothills of the Andes Mountains, where the San Ramón FaultSan Ramón Fault is located. Although this cortical geological feature is ancient, its presence in urban development debates is more recent, generating a new seismic riskSeismic risk scenario that challenges sustainability agendas and urban planningUrban planning tools. Using the undeniable attraction of the natural environmentEnvironment, the panoramic view of the city, and a healthier environmentEnvironment, housing projects have been promoted that coexist with this seismic riskSeismic risk, something that seems to have been overlooked by communal and metropolitan planningPlanning instruments. The aim of this article is to explore specific evaluation criteria for resilient civic designCivic design in two residential communities in the commune of Peñalolén, affected by the San Ramón FaultSan Ramón Fault, to determine their response capacity to seismic riskSeismic risk. To this end, a mixed approach is applied through a matrix of urban resilienceUrban resilience indicatorsIndicators that considers four dimensions of action—natural, built, social, and normative—to identify critical situations in the studied sectors, including analysis of official data, mapping techniques and interviews with residents. It is concluded that contrasting urban planningUrban planning experiences in extreme seismic riskSeismic risk conditions is illustrative, both to permeate the operational layers of risk management and communal and metropolitan regulations, and, thereby, to consider the Andean foothills in a resilient manner, recognizing the San Ramón FaultSan Ramón Fault as a new baseline criterion for 21st century urbanism.
