Climate Change Adaptation: Adjusting to the Climate Change, and Preventing an Economic and Social Crisis—The Greek Paradigm, Particularly in the Context of Investment Legislation

This chapter focuses on the Greek paradigm of planned climate change adaptation (always carried out in the light of EU law and relevant UN texts), particularly in the context of investment legislation. The impetus for this study was Greece’s geographical location (which makes the consequences of climate crisis sharper), combined with the country’s low ranking on the climate change preparedness index; under these circumstances, the smarter, faster, and systemic adoption and implementation of measures for climate change adaptation at national level, is of vital importance. As a result, mainstreaming climate adaptation is an important policy objective of the Greek Government, which has taken several important legislative steps in this direction. Reflecting this, the Ministry of Development and Investments (MDI, has approached the EIB advisory, seeking advice on further operationalising climate action within investment projects. Based on this request, EIB and MDI agreed in December 2022 on an advisory project, with the two main components: a national component, focusing on undertaking a gap assessment and providing national-level recommendations and methodological guidelines on integrating climate considerations into investment planning and a regional component aiming to identify regional adaptation investment priorities based on existing regional adaptation plans and investment pipelines.
