While the class will begin with the assumption that the primary motivation of all members of Congress is reelection, drafting and adopting legislation remain critical secondary goals that are designed to accomplish that first goal. A key part of the class will be your efforts to draft several pieces of legislation aimed at appealing to your constituents and donors with the goal of mobilizing them to get yourself reelected. Much of the effort spent on understanding your role is developing a plan on which legislation to draft and support to appeal to your voters. There are some significant distinctions between your efforts here and the actual Senate. U.S. senators have extensive resources to put forward to legislation, including office and committee staff, information from administrative agencies, direct connections with lobbyists and think-tanks, and even state governments that regularly advocate for legislation.
