The nature of the relationship between the civil state and constitutional documents in Arab states in general—and in contemporary Iraq in particular—prompts a number of questions. Chief among these is the overarching and persistent one of whether Iraq currently exists as a civil state or whether constitutional reforms are necessary to create a civil state.
