This chapter investigates to what extent the creation of the EPPO can be attributed to entrepreneurial activities by the European Commission. It reveals how creating such a body emerged as a policy imperative as the result of ideas that circulated between legal experts and officials within the Commission and OLAF. It then retraces how, over many years, the Commission garnered support for its project from other political actors through inter-institutional alliances, patience, and endurance. The chapter concludes that the overall outcome (the creation of an authoritative EU criminal law body) and its circumstances (the mobilisation of the Commission’s political leverage) correspond to essentially supranationalist dynamics.
