This chapter describes the recent changes in the urban governance related to the ICT development. Drawing on the overview of virtualization phenomena presented in the previous chapter, several aspects of public decision-making processes are discussed. The first sections describe two models of public administration (traditional and collaborative), outline the core characteristics of public communication, define the concept of urban discourse, and point to the formal and informal elements of the decision-making processes. Then, in the second part of the chapter, various policy approaches adopting online solutions are discussed: e-administration, e-governance, e-planning, e-participation, and others are presented. The final sections introduce some multichannel solutions to the neighborhood services sector, which leads to the conclusions of the whole chapter.
