Facilitating Empowered Deliberation for Empathetic Policy Design

Empowering disadvantaged groups to raise their voices through deliberation is one of three flows of the empathetic policy design process that can ensure empathetic connection. This chapter highlights the theoretical underpinnings of the concept discussed in Chapter 2 and explains methods for facilitating empowered deliberation. These include participatory design cube, six thinking hats, futures triangle, backcasting, and emotional impact assessment. They should be used to support each other and move from wishful agreement to willing commitment. The chapter provides inspirational examples from many settings and shows how the author’s team translated those experiences and assimilated them into their practices, taking relevant policy cultures, norms, and styles into account. The common dilemmas for critical policy practitioners associated with these methods are also discussed.
