Public systems around the world have adopted strategic organizational changes as a reaction to the fast spreading of digitalization on an international scale. This adaptation was essential to keep up with new trends and continue providing high-quality services to the growing number of “citizen-costumers” utilizing information and communication technologies. As a reaction to the international context, Morocco has tried to modernize its public system by embarking on a vast project of digital transformation. The advancement in this project is reflected in the quality of interactions between citizens and administrations, which become more transparent with less complexity. Today, accelerating the digital transformation process is more critical than ever. The Moroccan public administration must prepare to face new challenges posed by the artificial intelligence era and the competition from African and MENA region countries, which are modernizing their public systems to enhance economic attractiveness. This evolving landscape necessitates an urgent push for digital transformation to develop a fully digitized administration capable of addressing these new challenges. This literature review serves as the foundation for future empirical research, aiming to demonstrate how change management can be a significant lever in accelerating digital transformation in Morocco.
