In this study, we aim to delve into the effects of electronic transformation on administrative functions and how it alters our understanding of public facility and its governing principles. To accomplish this, we have taken a descriptive approach which involves analyzing legal texts that pertain to the regulation of public facility operations. Two specific texts that were examined are the Jordanian Civil Service System and the Electronic Transactions Law. Additionally, we have utilized an analytical method to carefully scrutinize these texts and have also included the viewpoints of administrative jurisprudence. The study is neatly divided into two distinct sections for ease of comprehension. In the first section, we will explore the essence of electronic public administration. This will involve understanding its concept, requirements, and the hurdles faced in implementing it. Moving on to the second section, we will delve into the nature of electronic public facility. We will clarify its concept and then discuss the different elements and principles that govern its operation. Finally, this study concludes with some significant findings. One of the most important findings is that modern technology and communication have a positive influence on how we perceive public facility and the principles that guide it. The study also offers a range of suggestions, one of which stands out as particularly important—the proposal to modify paragraph B of the Cybersecurity Law by assigning an additional responsibility to the Cybersecurity Center. This responsibility involves formulating security and technical policies aimed at safeguarding electronic public facilities in the Kingdom. The objective is to protect networks, devices, applications, systems, and data from potential electronic threats.
