The author submits that the traits of natural resources, including what they are, the role they play in the socio-economic and political contexts of a given country, and their tendency to catalyse dispute, are principally mechanisms of the structures, laws, and practices that regulate the management of these resources, especially the dispersion of entitlement and prospects from them.
