Wastewater management systems are intended to protect people’s health and natural sources of water. However, modern wastewater treatment systems do not always exhibit satisfactory energy and resource efficiency from a circular economy perspective. Separating wastewater at the source and recognizing organic municipal solid waste as a co-substrate to produce biogas and energy are options to improve efficiency. This study has two goals: first, to compare a system integrating wastewater, energy, and wastes with a conventional system in the conditions of Curauma, a community within the Municipality of Valparaíso, Chile. And second, to provide initial insights into the institutional challenges of implementing an integrated water-energy-waste management system. With respect to energy, water, and waste, an integrated system would favor the use of biogas as a relevant energy source for electricity and heat, and its nutrient-rich subproducts, e.g. biosolids for agriculture, and would decrease the demand for potable water considerably. The institutional implementation of such a system could be carried out via the establishment of respective markets or through the installation of one company that would be responsible for the entire value-added chain. However, the challenges could be noteworthy, as different markets with different regulations are affected.
