The period from 1790 to 1848 was dominated neither by Old Regime-style politics nor modern national states; in fact, most European polities were rather flexible hybrid formations exhibiting both pre-modern and modernizing characteristics. The chapter proceeds from the dual assumption that local/central and social/political power, while asymmetric in nature, closely worked together to affect change. Focusing on Lower Austria, the chapter investigates the exchange between central and local authorities that involved a variety of actors and steps and offers an enquiry into the ways and means how information flowed back and forth. It sheds new light on administrative practices, the diffusion of change across time and space, and the creation of modern institutional memory.
