Validation of the Spatio-temporal Visual Control of the Construction of Industrial and Commercial Areas by Means of GBAS Connections

Public agencies are responsible for urban and territorial planning, as well as overseeing its materialisation through the definition of planning schemes. In the case of Andalusia, the second largest autonomous community in mainland Spain, the Territorial Planning Plan of Andalusia has been in force since 2006. This has led to a focus on industrial and commercial activity with the creation of new constructions over the last 15 years. Updating these features on the official geodatabases is slow and takes over 3 years, except for the inclusion of buildings on the Cadastre database. Utilising some GIS geoprocessing, we tested the use of a Ground Based Augmentation System to improve GNSS positioning in detecting the construction of these elements. The results put service utilisation in industrial areas at 92 and 94%, reaching 100% using only data from 2016, in commercial areas. The temporality of connections to this service makes it possible to visually track construction phases clearly. To this end, visualisation has been tested with heat maps and spatio-temporal trend maps. If this pre-filtered and classified information were distributed as an online service as other types of geospatial data, it could prove useful for detecting compliance and development of planning schemes, as well as facilitating the definition of their preliminary boundaries to keep geospatial information updated more rapidly of these features, including cartographic agencies and especially the layer of free productive spaces. Moreover, national companies could utilise this data to observe the evolution of their constructions across the territory.
