Teaching mathematics to students with special needs with Web 2.0 Tools or those receiving education with the support of technology due to their special needs is essential. If teachers working in special education or educators providing inclusive education effectively implement Web 2.0 tools in mathematics lessons for students with special needs, both online and offline, it will facilitate the learning of mathematics and provide significant advantages. When the literature in the field is examined, it is found that there are very few studies related to this topic. The purpose of this study is to conduct a content analysis regarding teaching mathematics to students with special needs with Web 2.0 Tools in both special education and inclusive education. In this study, a descriptive survey method was used. A literature review was conducted on ProQuest Dissertations & Theses, YÖKTez, OpenThesis, Google Scholar, ERIC, Web of Science, Science Direct, and Scopus between 2011–2022 years and a total of 16 studies (involving more than 10800 individuals) were observed. It was determined that most of the examined studies were published in the United States, while others were published in Spain, Italy, and Serbia in descending order.
