This study examines the critical network services in Norway and assesses their readiness and vulnerabilities in times of crisis or outages. By analyzing various aspects of the network infrastructure, including physical connections, IP addresses, Internet backbone, domain name system, certificate authorities, authentication systems, cloud networking, email, social media, and web services, we identify areas of strengths and dependencies on international actors. The findings reveal a mix of national and global dependencies across different services. While Norway benefits from a well-connected Internet infrastructure and national resources in certain areas, there are concerns regarding reliance on foreign cloud platforms, lack of national datacenter infrastructure, and a general dependency on global providers for email, social media, and authentication. To enhance resilience, we propose measures such as establishing national alternatives, deploying backup systems, fostering collaboration with regional partners, and investing in self-reliant infrastructure. By addressing these vulnerabilities, Norway can strengthen its readiness and ensure the continuity of critical network services during crisis situations.

摘要
