From a normative point of view, the management models of the urban coastal spaces of Marseille and Naples denote a conspicuous difference, also because of the different level of implementation of the governance dynamics in these two littoral interfaces. The main policies and plans related to the development of the urban shore, in a direct and indirect way, are therefore highlighted in order to understand the priority addresses and the real involvement of the institutions in the management of this complex spatial entity, starting from the beginning of the new millennium.
