Cyberspace is defined by NATO and other countries as one of the five domains of military operations together with land, sea, air and space. At the same time, cyberspace is a fundamental element in our modern society. Hence, every country has established organizational structures and regulation to try to enforce jurisdiction over cyberspace and cybersecurity. Given the extremely dynamic nature of digital technology and consequences for cybersecurity, the organizational structures and regulations are currently “work in progress”, meaning that it is challenging for governments to follow the rapid innovation in IT by establishing adequate organizational structures and regulations for cyber. In the EU in particular, there are multiple initiatives to establish new cyber organizations and cyber acts.
