Since 2013, Uber and other ride-sharing companies have operated in Colombia under a legal vacuum. This chapter analyzes the taxi lobby's capacity for regulatory capture and politicians’ perverse incentives to deny or delay the regulation of technologies that upend influential, established players in existing markets. The widespread use of ride-sharing applications despite the lack of legal clarity and, according to some authorities, the applications’ outright illegality-points to what may be termed the anarchy-legalism paradox.
