Mystery has not been a Polish specialty in history. When in the majority of European courts the Black Cabinets were busy breaking codes and reading diplomatic correspondence of other countries, Polish democracy publicly debated state affairs. It was only during the period of Poland’s partition that independent Polish thought was transferred to the underground—generations of conspirators were becoming familiar with codes and ciphers. However, when in November 1918 the reborn Polish state started to build its own structures, among the beginnings of various services inherited after the partitioning countries there were no structures dealing with ciphers, and it wouldn’t be any wonder if the Polish Army would consider the organization of the signals intelligence as a whim. The situation of a nascent country made it necessary to measure its needs with the number of bayonets and sabers required at numerous flash points on uncertain borders rather than with the ciphers broken.
