The study addresses media concerns, demands for transparency, and the need for an assessment of Malaysia's procurement performance. It investigates the effects of legal and regulatory framework, procurement professionalism, private sector participation, transparency, and integrity on procurement performance in Malaysian Federal Ministries. A total of 152 questionnaires were received (58% response rate) from five federal ministries: Finance, Education, Defense, Health, and Home Affairs. The findings indicate a significantly positive association between Private Sector Participation, Integrity, and Procurement Performance, in contrast to Legal and Regulatory Framework, Procurement Professionalism, and Transparency. The study calls for targeted interventions to address identified challenges, and highlights the crucial role of integrity and private sector engagement in enhancing procurement performance. This research offers valuable implications for academia, practitioners, and policymakers.
