Despite the rapid advancement of digital technologies in governance, there remains a significant gap in understanding the complex interplay between various stakeholders and the actual needs of end users. This disconnect poses a challenge in designing and implementing effective, user-centric digital government services. This chapter provides an in-depth exploration of the evolving landscape of mGovernment and eGovernment, primarily through the lens of stakeholder dynamics and end-user perspectives. It situates its inquiry within the broader context of the mGov4EU project, emphasising the growing importance of digital governance in modern public administration.
