In order to help a Policy-Maker(PM) in comparing districts (space or time related social domains) with regard to social-unfitness (related to eg health deficiency, dissatisfaction in daily life, psychological discomfort, etc.), a disvalue-functional is used which provides a social index. Constructed on a problems-checklist, ordered by increasing severity, such an index is standardized on PM’s specifications. The underlying methodological question concerns the operative, possibly automatized, way for assigning meaningful standardized scores to parameters increment of dis-value, related to fitness-decaying, which graduate the severity-levels on the scale which has been associated to the problems-checklist. A principle of intrinsic loss-of-value, related to fitness decaying on the problems-checklist, is outlined according to the which the current fitness-status value of an individual is associated to his (properly standardized) capacity of resisting to insurgences of further fitness problems. Applying such a principle on a probability framework (standardized conditionally on the PM’s specifications), the increments of dis-value (which will enter index) are interpreted as non-transition probabilities on the problems-checklist. These parameters could be operatively scored (by using model-based data-analysis tools) calibrated on training-data, associated to the reference social-behavior (eg a social good practice) chosen by the PM
