This article argues that the content of set theory, understood as a foundation for mathematics, cannot be successfully isolated. It first considers how set theory performs its foundational role and how one might argue that set theory is about some particular content. Then using techniques from the theory of interpretation, it demonstrates that there is a wide variety of alternative stories about set theory’s content each of which is equally plausible and each of which retains the ability to perform the foundational role.
