The chapter debates the role of public procurement in security research and innovation, presents the steps that the project iProcureNet is taking to promote innovation and offers suggestions of public procurement practices to public buyers that can promote innovation, such as joint cross-border public procurement, preliminary market consultation, value engineering and functional specifications. This chapter aims to analyse some of the public procurement instruments that can potentially promote innovation and presents practical suggestions on how public buyers, end users and researchers can utilise public procurement so that it no longer hinders innovation uptake.
